On October 2, 2018, authorities in the Xinjiang Uyghur Autonomous Region (XUAR) detained Liu. Reports suggest that authorities targeted her because she hosted worship sessions and provided religious materials to attendees.
On September 4, 2019, the Kuitun City People’s Court sentenced Liu to six years in prison and fined her 30,000 yuan for "organizing or using a cult to undermine implementation of the law" (Art. 300 CCL).
