Nurbiye is detained for her religious activity and ethnoreligious identity.
In 2018, authorities in Atush (Atushi) city, Kizilsu (Kezilesu) Kyrgyz Autonomous Prefecture, Xinjiang Uyghur Autonomous Region (XUAR), detained Nurbiye around the same time her husband, Dadihan, had been arrested reportedly in relation to his religious activity and work as an imam. Nurbiye's detention came amid mass detentions of largely Muslim ethnic minorities in XUAR.
Nurbiye's two sons-in-law and other extended family members have also been subjected to detention.
