Ruslan Sungatov is imprisoned for his religious belief and activity. 

On March 14, 2017, authorities arrested Sungatov after accusing him of being a member of the banned Hizb ut-Tahrir organization. Prosecutors accused him of organizing meetings for the organization, possessing banned literature, and trying to attract new members. 

On March 13, 2019, the Privolzhsky District Military Court sentenced Sungatov to 22 years in prison and two years of restricted freedom for "organizing the activities of an organization…recognized as terrorist" (Art. 205.5-1 RCC), "inciting others to commit crimes envisioned under Article 278 of the Russian Criminal Code" (Art. 205.1-1 RCC), and "involving a minor in a criminal group or in the commission of a grave or especially grave crime" (Art. 150-4 RCC).

In September 2023, it was reported that a prison employee had repeatedly taken away Sungatov's prayer rug, which led Sungatov to go on hunger strike for eight days in June 2023. It was also reported at this time that Sungutov received poor treatment after being injured. 

Sungatov is married with one child.
