On October 7, 2023, the Nicaraguan authorities arrested Paguaga, together with Father Yesner Cipriano Pineda Meneses and María Asunción Salgado, while they were observing the Virgin of the Rosary in the Estelí cathedral.
On September 5, 2024, the Nicaraguan government exiled Paguaga to Guatemala.
