On December 13, 2018, officers from the Public Security Bureau in the Mosuowan Reclamation Area detained Xiao reportedly in relation to her religious beliefs and religious leadership role. She was attending a worship service at the time of her arrest. Police also reportedly confiscated electronics from the area.
On December 19, 2019, the Wangcheng District People’s Court of Changsha City sentenced Xiao to eight years and ten months in prison and fined her 30,000 yuan for "organizing or using a cult to undermine implementation of the law" (Art. 300 CCL).
