On September 11, 2017, officers from the Haidian District detained Xiao reportedly in relation to his religious beliefs and religious leadership role.
On November 22, 2019, the Haidian District People’s Court sentenced Xiao to four years and six months in prison and fined him 5,000 yuan for "organizing or using a cult to undermine implementation of the law" (Art. 300 CCL).
Xiao's sentence should have ended in March 2022.
