Zafar Yakubov is imprisoned for his religious belief and activity. 

On April 24, 2018, authorities arrested Yakubov after accusing him of being a member of the banned Hizb ut-Tahrir organization.  Prosecutors accused him of organizing Hizb ut-Tahrir meetings and collecting money for the organization.

In December 2019, the Central District Military Court sentenced Yakubov to 17 years in prison for "organizing the activities of an organization…recognized as terrorist" (Art. 205.5-1 RCC) and "financing terrorist activities" (Art. 205.1-1 RCC).

Yakubov is married with three children.
